Khartoum, 14 September 2014 – IGAD Security Sector Program (ISSP) conducted two national workshops for Senior Officials of Sudan from 8-10 September 2014 in Khartoum, Sudan. The first workshop was on the Legal Instruments of Counter Terrorism. The second workshop was a validation of the “Border Security and Management on the Sudan-Libya Border Research: Recommendations for Enhanced Border Control and Management.”

The meeting was officially opened by Ambassador Tewolde Gebremeskel, the Director of Peace & Security Division of IGAD and was co-presided by Commander Abebe Muluneh, the Head of ISSP. Dr. Gen. Mohamed Gamal Eldin, the Director of Sudan National Counter Terrorism Center (SNCTC) gave an opening speech and welcomed all to Khartoum. Dr. Simon Nyambura, the Head of Counter Terrorism Pillar at ISSP, chaired the meeting. Ambassador Tewolde and Commander Abebe, both alluded to the Government of Sudan and particularly to the SNCTC for their hospitality extended to ISSP and its stakeholders during their visit in Khartoum, Sudan.

           

In response to various domestic and international terrorism threats, the Republic of Sudan has enacted several laws and ratified various international conventions against terrorism. Accordingly, the workshop explored the substance of these laws and therefore their application in promoting rule of law to counter terrorism in Sudan.

A total of 35 participants were drawn from National Intelligence Services, law enforcement agencies, National Counter Terrorism Center, Immigration, Ministry of Justice, Ministry of Foreign Affairs, and the Financial Intelligence Unit.  Regional Experts from Ethiopia, Sudan, IGAD Secretariat, and ASCRT/CAERT, presentations as well as shared their experiences with the participants to enrich the overall objective of the workshop.

The Sudan-Libya border research was critically examined and analyzed. Further recommendations were made for the finalization of the report.

                                                                

The workshops was adjourned by handing out certificate of participation preceded by closing remarks from Commander Abebe, Dr. Gen. Gamal, and Ambassador Tewolde, with vote of thanks to the participants, the experts, the staff, and the Government of Sudan. (END)
